شہر عربی کا ’’شہر‘‘ اور اردو فارسی کا ’’شہر‘‘ الگ الگ لفظ ہیں۔ عربی لفظ کا مادہ ش۔ہ۔ر۔ ہے جس کے معنی ہیں، ’’نمودار ہونا، نمایاں ہونا‘‘۔ چونکہ مہینے کا آغاز چاند کے نمودار ہونے پر منحصرتھا، لہٰذا شہرکے’’مہینہ‘‘ ہوگئے، یعنی جب چاند نمودار ہوا تو مہینہ شروع ہوا۔ فارسی کا لفظ ’’ماہ‘‘ بمعنی ’’مہینہ‘‘ بھی اسی منطق کی یادگار ہے۔ اردو فارسی لفظ ’’شہر‘‘ بمعنی City وغیرہ، بہت قدیمی فارسی لفظ ہے۔ قدیم فارسی میں یہ لفظ کچھ ’’کشستر‘‘ کی طرح کا تھا۔ سنسکرت میں بھی یہ’’کشتر‘‘ ہے جہاں سے ہم نے ’’شہر‘‘ بنالیا۔
